Federal Philippines

Due to BBL, the issue of fedaralizing Philippines has been revived. In Federalization of the Philippines, the Philippines will be divided into 11 states/regions. Each state will have its' own capital, government, resources, taxes, and even can establish their own government agencies. Manila will be decentralized. NCR will become Federal Administrative Region, similar to Washington D.C. in United States.
However, the federal government (the main government of the PH) will still have some power in all states, and all of the Philippines will still be under one military and police.
By federalization, each government of 11 states will give resources and needs to its' citizens much more easier, and each government will handle the state better. Meaning the income and tax of each state will go to its' government and the government will have the authority to somehow use it for people's needs, unlike today, all taxes of each provinces will still go to the National government (so it can lessen corruption). And Manila will be decentralized, meaning each capital will have its'own business and financial district. But it will take a long process, including the revision and amending of the 1987 Constitution.
Are you in favor of Federalizing the Philippines?
